Wasn't it the British government who decided to go with open standard word processing? I can't remember the exact details. They didn't exactly say use open source but I think it was a bit of an "up yours" to docx. I don't know whether this ever progressed though
These companies and organizations are not going to linux or any other OS. They can be hacked indefinitely into the future and still have faith and trust with microsoft. They just don't know better.
I'd read some government agencies like the FBI were using BSD. Articles didn't specify which. Would make sense. 'Course how often do they do that (make sense)? Maybe not.
