Question Where is icon theme selectoin saved?

Is there some configuration file that KDE uses to write what icon theme the user is currently using?

Also, where would this be for gnome? XFCE?

Look in your /home/username/.kde/share/config/kdeglobals file, under the icons section. This is only for KDE I don't know where it is written for Gnome or XFCE.
