what is a 'rot'?

Under RedHat 7.1, I have a weird thing in my root directory (/, not /root) called "rot". The file command says that it is gzip compressed data. It is 150k. Does anyone know what this is?

I looked around on google linux and rot appears to be an encryption and decryption program.
