Time Zone, Clock, Nothing is Right


I am running Red Hat 9, and can't seem to get ntpd run right and my clocks set right,

I used the timeconfig prog and set the time to GMT, because it is a web server all from the command line.

and then try to run

ntpdate -s -b -p 8 -u 129.132.2.21
It seems to run fine because i get no errors, but nothing seems to happen.

But i run clock and get this time back.

Thu 30 Oct 2003 03:02:40 PM GM -0.455466 seconds

I know that time is wrong because that is actually the time where I am in Denver, CO, USA

So make a long story short does anybody know a tutorial, documentation, or have done this in the past.

Any help would be great i just want my clock set right, and I am a at this clock stuff.
