I would definitely recommend it to a newbie, thats where I learned what I know of linux. Its really stable and easy to use. If you plan to get it, wait a couple days for 8.0.
Well, it depends what the newbie wants to do. I didn't learn much using SuSe 7.0. The way I learned much about Linux is installing LFS. If you're entirely new, then you can use the mailinglists. They are really great.
But if you want get your work done quickly, I would certainly recommend it.
