Unhappy Sendmail question..


Hello Sendmail experts,
My boss asks me if it is possible to intercept all outgoing mails and these mails won't be sent without his permission. It seems all my colleagues need to set their SMPT server to the one of our company. I will setup a firewall to block all outgoing traffics of port 25 and force all my colleagues to use the SMPT server of our company. All the mails will be queued on that SMPT server. Here comes the questions:
1. how do I make all these mails stay in the queue of that SMTP server.
2. how do I delete certain mails which will be investigated manually. (by my boss)
3. how do I send all the mails which are authorised by my boss.

Please share experiences with me. Thank you very much.
