If your menu.lst file is on a partition that is writable from windows, then yes.
There is
a driver to read/write ext2/3 partitions in Windows, I don't know any other filesystems off the top of my head(apart from MS's) that can be written to in Windows.
edit: dunno if that driver is any good under Vista... that's what you get for upgrading I guess :P
