Samba failed to modify passwd entry

I am trying to setup samba passwords for users

smbpasswd john
New SBM password: ********
Retype New Password: *******

then when I hit enter it gives me an error

Failed to find entry for user john
Failed to modify password entry for john

this happens with any user including root despite whether or not it is /bin/bash or /bin/false or anything

I am going by this guide
http://www.samba.netfirms.com/sambconf.htm#smb

I am using Fedora Core 3
SMB server works fine, I just have to create users and that is my problem.

All help would be great!, Thanks!

If the user hasn't been added to the database yet, you need to use the -a option.
For example

smbpasswd -a john

It adds the new user and sets the password.

Good luck
