problems with version matching

How come default kernel in distro's do not match what the packages are built againtst? What is the deal with the version of kernel and the build of software programs? For example the kernel will be like 3.x but the programs that link against it are built from 2.x kernel. I have noticed this in numerous distro's and it never seemed to successfully work out; strange bugs, random effects, unreliable. Why do so many distro's continue to offer these unmatched distro's? I have asked on some irc chans but I just don't beleive it when they claim that the version doesn't matter when so many bugs are just so flagrantly obvious.

I see you are using "Gentoo;FreeBSD", these operating systems are built from source by user, if anything is linked towards removed kernel sources then only you (as admin) are to blame.

yes, this is the reason I use source based distro. I have not noticed such bugs in those versions. So what you're saying is the distro compilers build the packages from a lower kernel and upgrade the kernel to mismatch what the software was built against. And then they are just too lazy to build the software again?
