privileges for kppp

I want to give user JohnDoe privileges to use kppp.
As it is, only root can use it.
I've done a chmod +777 on /usr/sbin/kppp, but this does not help.
Owner of kppp is root.
What do I need to do?

edit the file /etc/pam.d/kppp change the line that reads "auth sufficient /lib/security/pam_rootok.so" to "auth sufficient /lib/security/pam_permit.so
