DNS = Domain Name Server

Its kind of self-explanatory really. Its a machine to address name to IP translation.

When you type in www.google.com there has to be a DNS server out there that says, oh.. google.com is this IP number. Think of it kind of like the mail man, he couldn't just deliver with a street name, he needs the zip code as well.

Not much, to tell you the truth.
It's usable if you have a web server hosting multiple domains, but I doubt that would be considered an "ordinary person" (as in Joe Average home user).

Well, what I just explained in my first post. That's about all it does, translates names to IP numbers for domain names..

Static IP would solve that problem.
