new SVN source download information returns

I am writing a script which uses svn to check or download files from some svn repositories. I basically want to know if there is a way have svn tell me if I need to download a new version of the source files or not. Essentially, I do not want to run through the download, configure, make, and make install if its not necessary.

Maybe a little too obvious, but why not simply do an "svn update" and grab the output to check if any new files have been downloaded? If so, they run whatever else you want in your script, otherwise if svn comes back saying you're already at the latest revision, you've got nothing left to do.
