If it's an empty system any of the *disk programs should be able to do it that you have available. If you're talking about resizing an in use existing partition that is both a file system and partition table operation and requires a different approach, it also matters if you're running lvm.
That being said if this is an new system you're installing (or don't mind trashing the existing stuff, have backups before doing anything) try cfdisk, fdisk, or sfdisk those are all on my debian stable system at present.
