Multi-lingual KDE

I recently set up a runtime 4 boot under Dropline Gnome by editing /etc/inittab. My window manager is GDM, and rc.4 first tried to load GDM. My problem is that when I select a language from GDM and then boot into either KDE, GNOME applications are still in English. The opposite does not ocurr. When I boot into GNOME, all KDE applications are also in German. Would anybody know why this is? How can I resolve this problem?
