Mounting Read-only at Boot With Permissions

I'm trying to mount an NTFS volume at boot, have the device's owner remain root, disable (un)mounting for anyone other than root, and have read-only access to the contents for all users. Here's the line currently in fstab:

/dev/sda1 /ntdrv ntfs noatime,ro,umask=0111 0 0

While /ntdrv is accessible by root, all other users can't read it. Chmod doesn't work because the drive is mounted as read-only. How can I get the drive to mount the same way it is now, but give read access to all users when mounted at boot time?

umask=0111 is read-write. 222 is read-execute. 333 is read only.
