I encountered complaints about a missing libjpeg when I was trying to compile GD (a graphics utility library / program) a while back. I also had it installed already. I fixed it by ungzipping Povray (which has the libjpeg library included in source form) and pointing the GD configure script, not to a compiled libjpeg, but the libjpeg SOURCE in the Povray source tree... Apparently the GD configure script checks for libjpeg presence by looking for a .h file? Maybe superkaramba does this too. Try and get the libjpeg library itself, ungzip / unbzip it somewhere, then see if the superkaramba configure script has some facility to set the location of the libjpeg library (try ./configure --help in the superkaramba source directory).
Use the commandline function to make superkaramba's configure script look at "your" uncompiled libjpeg directory when compiling, and see if the script detects the library. This approach worked for me to get GD to compile with libjpeg support...
