Key Mapping

I am using linux 8.0.
I have set TERM=linux
I want to activate some key combination say Alt-x should return one.
In a temp.map file i have defined as follows:-
alt keycode 45 = one
as a normal user if I try to load it as loadkey it does not work. why?
How to load keys as a normal user to test the setting for local user only?

Secondly even by loading this setting as root, alt-x keys does not return any value.
Kindly guide in the above matter, please.

You can't. Console key bindings are global, they apply to all terminals, and can only be changed by root.
