I'm Having Trouble Trying to Manually Set Cap_Sys_Nice Flag...

Okay, I'm at work and my overseer is hassling me to modify cap_sys_nice...we're trying to manually increase (just like root) the priority, but I haven't a clue where to begin. I have written a program that queries the flags of every capability (cap_sys_nice is the most important one in this case, however), and everything is coming out "Clear". I need a way to manually "Set" a capability (cap_sys_nice in particular). Any suggestions?
