AFAIK you can't. It won't display anything it its not wrapped around. If anyone else knows of a program or anything that might work, please post, I'd be interested myself.

less sometimes allows you to scroll to the right if you want long lines not to wrap (it just reformats the lines, and pushes shorter lines to the left). It's easy to do this with the arrow keys. Other than that, I think it really depends on your terminal settings. If you have it set not to autowrap, it may just terminate a line, or extend it off screen. If it extends it off screen, I would guess that the arrow keys should work, but I don't know for sure.

how do you scroll up in text-based mode? i.e. before loading X, if I run xf86config it scrolls off the top of the screen and I can't read it all.

I tried
xf86config | less
with no success.

For that specific application, you have to look at the log in /var/log/XFree86.0.log
I've found that if you switch between consoles or from X to a console, you lose the ability to scroll up and down. I think it has something to do with there being only one buffer available to the virtual consoles, but I'm not really sure.
The way I scroll up and down is by using the Shitf-PgUp key combination.
