Question How to boot from USB device?

I have a Dell 4500s P4 box I purchased in 2001. The bios does not allow me to boot from a USB device. Darned inconvenient as I have an internal CD-ROM and an external USB DVD-RW. I would like to boot ISO DVD's. Is there a way to create a boot floppy or boot CD-ROM that will allow me to boot to my USB DVD-RW?

if you have a linux installed, you can add a boot option to your bootloader to boot from /dev/device node here
if you have windows, I think it can be done with the ms chainloader, but I have never worked with it so no idea how.
