You might find the GNOME app wallpapoz of interest. I use it to give me different random backgrounds on each of my workspaces. (In fact, I also use it to change each workspace's background every sixty seconds, but that's optional.)
Let us know what desktop your are using? You could use sudo for root tasks but be sure to not abuse it. As eric says you shouldn't have to modify any files out of your home directory for what you are trying to do. Most desktop config files can be found in your home dir in a .dot directory except of course the global config files.
Can you tell us why you think you have to change to root to change your wallpaper? What have you tried and what error do you get.

I found someting through internet:if I want to change my wallpaper,I should to change the contents in /usr/share/backgrounds/laughlin/default/(wide|standard|normalish).So I should change my account to root.But it can't be realized by script.
I think there be a file in home directory that can be modified to change the wallpaper,but I can't find it.
What should I do?
Did you have a look at the link posted in post #2 by corp769? I don't think you'll get it any clearer than that. Also, as pointed out by repo, the links at the very bottom of this page are pointing to threads similar to yours. Two of them are marked as SOLVED, meaning they have a solution. Did you look at those?
