off the top of my head I believe spaceports.com is free, and offers CGi and php. I host a site at getmehosted.com, and its only 4 US dollars a month, and its really easy to add bandwidth/space when i need it.

try www.dantor.com they arent free but it is really cheap for what they offer. i think $5 a month gets you 100megs an odbc connection and it includes almost everytype of scripting CF php asp perl/cgi jsp
