File Transfer with scp,ftp and sftp disabled Question

Hi Gurus,
I am a bit new to Linux Redhat , in one interview i had recently i was asked the following question i wasnt sure how to answer it can anyone please help.

How do you transfer files on a Linux machine with ftp,sftp and scp disabled onto a remote machine
