Did it ever work, or is this a recent problem? Either the kernel modules were not installed or they have been deleted. Either way it doesn't sound good. If you know what you're doing, then you may be able to install them by booting from a rescue disc (cd or floppy). I would suggest that if you're going to do this you try the Mandrake install CD 1 and type 'rescue' instead of just letting it boot to the installer.
However, if you have not got anything to lose then I would suggest just trying to re-install Mandrake.
Since the kernel modules are part of the kernel-2.4.18-6mdk.rpm, which just happens to also contain the actual kernel file (vmlinuz), I'm surprised that it boots at all!
