Deleting files in Ubuntu doesn't free up space on Linux partition.
After running photorec I went from having ~30 gb of free space to having 0 bytes of free space. I have deleted all the results of photorec and various other large files and removed them from trash but it still has not freed up any space. Also, my firefox no longer has back/forward functionality which I'm sure would be fixed by a reinstall but seeing as I have 0 space, I can't really do that. Any thoughts?
I have looked through the file system and can't find anything that would be making it so large. I've checked each top level folder from a live CD and none were even close to filling it up. The only one I can't get a size read on is the lost + found folder (Not sure what goes in there to start with) but when I open it up its empty.
Should I just go ahead and settle for reinstalling my OS?
Are you making sure that you're listing hidden files and folders? They start with a dot, and aren't normally listed by either text or graphical tools, you need to set the options.

You can try deleting the lost+found folder (only as a second-to-last resort, before a fresh install), it contains the files/folders that fsck could not recover/find a place for/etc.

you can also do this in some distros by pressing CTRL+H while in the file manager.
Someone already asked, but have you rebooted? If not, do so!
As for Firefox not having back/forward functionality that's probably because Firefox is unable to write changes to the places.sqlite file in your Firefox profile because there is no disk space. Such things will happen if you run out of disk space.
