Make sure you have the updated packages to handle the new timezone changes (tzdata-xxx.xxx) and you can check the localtime file in /etc with this command:
/usr/sbin/zdump -v /etc/localtime | grep 2007
And you should see March 11 for the timestamp. If that is there, then no need to change and your system should be using daylight savings. If not, after adding the new tzdata packages, run these commands to update your timezone files:
mv /etc/localtime /etc/localtime.2007-03-26
ln -s /usr/share/zoneinfo/<Your-Country-or-Continent>/<Your-Timezone>
Then use something like ntpdate or ntp to update your time or sync with a networked server. time.nist.gov is a good one or clock.redhat.com..
