Cookies not recognised by Bugzilla on Redhat

I have a Bugzilla installed on Redhat 8.0
The Bugzilla mostly works but requires the users to continually relogin. I have stumbled about changing the perl code and have found that the test
if (defined $::COOKIE{"Bugzilla_login"}
fails.

Yet my IE6 has accepted a cookie, that to my ignorant eye, appears to be in order. It has a "Bugzilla_login" section

What should I do?
