.config directory no write permission??


I am running debian testing, and I noticed applications who tried to write to my .config directory told me they didn't have permission. I don't know why this would be? Why would the permissions be set like that?? I didn't change them, nor was my home directory left over from a previous install. I went ahead and gave the folder 755 permissions, and all seems well, but why would it do that in the first place??

Just a guess - were the programs running as a user other than the owner of $HOME/.config and root? All of my $HOME/.config directories (Fedora 15, 16, and Rawhide) have 700 permissions; no noted problems
