Cannot chmod or chown a secondary hard disk


Hi guys,

I mounted /dev/sdb1 on /mnt/hdb, and I found that the owner is root, and users don't have write access, so I want to change that. However, I run sudo chmod -R a+w /mnt/hdb, or chmod -R 766 /mnt/hdb, but no permissions change. Trying to run chown on it doesn't work either. I'm wondering, what am I doing wrong??

What is the file system for sdb1?

What does it contain?

Oh right it's FAT32, that's why! but then how do I resolve the permissions, to have all users have write access?
