I used strace, finally I found what I lost was "/usr/lib/libcrack.so.2, /usr/lib/cracklib_dict.pwd and /usr/lib/cracklib_dict.pwi". Without this tool, I really don't know how to solve this problem.

Install this package and try again, This conatins all the above files that you say are missing

ftp://ftp.pbone.net/vol2/ftp.suse.com/pub/suse/i386/7.1/full-names/i386/cracklib-2.7-273.i386.rpm
