apt-get update not performing as expected


Using Mint 17.x

I just installed Mint on a new machine. To make sure it's up-to-date I ran sudo apt-get update. It returned the expected list of actions including ign, get, hit on a long list of packages. At the end it returned
Fetched 122 kB in 4s (25.4 kB/s)
Reading package lists... Done

Since it didn't seem to update, I ran sudo apt-get install
That command returned
0 upgraded, 0 newly installed, 0 to remove and 419 not upgraded.

That's all it returned. I expect to see a statement of how many packages were upgraded or installed. Is my expectation correct? Now that it's downloaded the packages, how do I install them?

Or is the update complete and I just don't know it?

The update (of the list of available packages) is complete.
Now you need to upgrade the packages that have upgrades available.
Code:
apt-get upgrade
with sudo if running from a regular user account.
