What does this mean and howto correct this?

This means that the packages that you fetch are signed with gpg, in order to assure that you are installing a package from your distro.
You can download the public part of that key, so the apt will could check the signature to to install, what distro are you using?

Probably the key is from security@redhat.com:

pub 1024D/DB42A60E 1999-09-23 Red Hat, Inc <security@redhat.com>
sub 2048g/961630A2 1999-09-23

you can get it from pgp.mit.edu or other servers:

# gpg --keyserver pgp.mit.edu --recv-keys DB42A60E

if it's not that key, check any package installed in your system from your distro to see what signature it has:

# rpm -vK package

Is the following telling me that the packages I recieved from various RH
9 apt sources are no good or just that they don/t match RH 9's gpg?
