Accessing computer remotely using VNC causes inability to access computer locally
I have a new problem with Vino VNC server, running on Mint version 21. The computer running VNC server is in my basement and is used primarily for running various VMs, backups, and batch jobs. Usually when I access it, I do so remotely from a laptop running a VNC client (Reminna).
At some point in the past few months, I started having a problem with this setup. Specifically, on the rare occasions when I'm in my basement messing around with my servers, and I need to access the computer in question locally to check something, I am unable to do so. All I get is a blank screen, and no combination of keystrokes will bring a signal. The only way I can get a signal on the screen is to go to a computer that has Reminna installed and connect to VNC remotely. Then, once I do, and the screen comes back on, I can access the screen locally. In other words, if the screen has timed out in a remote session, there is no way to bring the screen back in a local session.
I should also point out that the computer in question that runs the VNC server is connected to a monitor through VGA, not HDMI, because it also has IPMI, and due to a poorly designed motherboard, connecting via HDMI with integrated graphics prevents IPMI from working properly. I doubt the fact that it's connected through VGA matters, but I figured it was worth pointing out.
Any pointers anyone could provide would be appreciated.

That makes sense. However, I'm not sure how to change the number of sessions. I don't know about in Ubuntu or Debian, but at least in Mint, the GUI remote desktop manager was removed in the version that came out a few years ago, and the only way to configure Vino is by command line or shell script with gsettings. I have never fully understood gsettings, which I think is a Gnome thing but also works in Cinnamon, which is the Gnome fork used by Mint. I have never found a comprehensive list of gsettings commands to configure VNC. Also, from what I remember about the remote desktop GUI which used to exist, it did not have a setting for configuring the number of concurrent sessions.
VNC used to work out of the box, so that one could be logged in remotely and locally at the same time. In other words, in the past, multiple sessions were allowed. It's only in the past year that it no longer works. There have been all kinds of problems with VNC recently, including inability to access it remotely after the screen times out, which I had to fix a few months ago by disabling the keyring password as discussed in this thread: https://www.reddit.com/r/Ubuntu/comm...cks_turns_off/.
Anyway, if anyone knows how to increase the number of allowed sessions in Vino VNC server, I would appreciate hearing it.

You don't need to know much about debian and/or ubuntu, but you need to check how can you configure vnc to allow more than one sessions. It has a config file and you need to read the documentation about it.
