2GB > Limit

I've had nothing but problems this last week, trying to figure out why linux limits files to 2 gb or less. Fortunally, the 2.4.x kernel, allows it now, but not very many programs allow LFS (Large File Support)
I needed to get this movie off of our windows server, and I finally grabbed it with ncftp, regular ftp stops at 2 gig with a a 'file size limit exceeded' error.
So, the file is on the server, and it's working fine, its not corrupt or anything, so I put it in my wwwroot, and when I try to view it, I get a permission deined error, after looking at the log files, I get this error ;
[Fri Mar 15 14:06:10 2002] [error] [client x.x.x.x] (75)Value too large for defined data type: access to /bugs.mpg failed
I've talked to a bunch of different people and everyone says Apache has no file size limit. Does anyone know how to let Apache run over 2gb files?
