hlds on a debian box not listening on port

hi, i appreciate any help offered on this subject. Im running hlds on a debian box, and have all the appropriate ports forwarded from router. the server sucessefully connects to master servers and vac authenticates, however i nor anyone else can connect to it. when netstat -lnp is ran i see the server on 192.168.0.101:27015 udp but it is NOT listening. how can I force it to listen, or what is the issue here? thanks again

You should spell out what hlds is, rather than make people guess..

netstat -l by definition only shows sockets that are listening.. so how can you say it isn't listening ?

the directions show forwarding both UDP and TCP from the router not just UDP. Could it be that TCP is required to setup the session ?

as mentioned all ports are open, have even tried bypassing the router entirely, pluggin server directly into modem. additionally, when netstat -lnp is ran it does show the connections, it shows whats listening, and when it shows the server there is no big LISTENING next to it like the other deamons runnign that do have ports being listened. i.e. tcp 0 0 0.0.0.0:111 0.0.0.0:* LISTEN -
tcp 0 0 127.0.0.1:631 0.0.0.0:* LISTEN -
tcp 0 0 127.0.0.1:25 0.0.0.0:* LISTEN -
tcp 0 0 0.0.0.0:56795 0.0.0.0:* LISTEN -
tcp6 0 0 ::1:631 :::* LISTEN

then where it shows game server ip and port, the area that says LISTEN for the others is simply blank

lastly, that port forwarding site is just plain....wrong. it claims my router wont open enough ports to play cs, when not only have i ran this server before on a windows platform, i am currently playing counter strike on my other pc, behind that router.
