I am trying to decide whether my next computer runs Windows or Linux. What is affecting the decision is whether or not I will be able to play Half Life 2 and Garry's mod (and preferably other source games.)

Yes, Half Life 2 works with Steam using WINE. I play HL2, HL2:ep1, HL2:ep2, CS:S, HL:Source, and Team Fortress 2 with WINE 0.9.54. If I were you, just stick with Windows if you can afford it.

I can confirm it works too, with the latest release of wine on Slackware 12. It isn't always pretty, though; for now you might want to stick with Windows if this is important.
