shared-mime-info "I/O error"

Hello, I'm having trouble building the shared-mime-info-2.1 package for BLFS 11.1. whenever I run ninja I get this error:
Code:
[76/83] Generating data/shared-mime-info-spec-html with a custom command
FAILED: data/shared-mime-info-spec-html
/usr/bin/xmlto -o data/shared-mime-info-spec-html html-nochunks ../data/shared-mime-info-spec.xml
I/O error : Attempt to load network entity http://docbook.sourceforge.net/release/xsl/current/html/docbook.xsl
warning: failed to load external entity "http://docbook.sourceforge.net/release/xsl/current/html/docbook.xsl"
compilation error: file /tmp/xmlto-xsl.EC9Brx line 4 element import
xsl:import : unable to load http://docbook.sourceforge.net/release/xsl/current/html/docbook.xsl
[78/83] Compiling C object src/update-mime-database.p/update-mime-database.c.o
ninja: build stopped: subcommand failed.
I'm guessing it can't download from the link but I verified that the link is working and I know that internet is working so what could be the issue?

You have a link to that source so that someone can see what it is doing?

That link is ok
Code:
curl -LI http://docbook.sourceforge.net/release/xsl/current/html/docbook.xsl
HTTP/1.1 200 OK
Server: nginx
...

You need to install docbook-xml and docbook-xsl-nons (and libxslt). Then, it wont try to download anything. This is a common mistake. Cut n' paste is your friend for installing those docbook (and sgml-common) packages.
