DHCP_START can be left empty, although it has a few options you can put in if you really want them.
-D would set the domain name from your ISP
-H would set the hostname from your ISP
-t x would set the dhcp timeout to x seconds.
-N would make it not overwrite /etc/ntp.conf
DHCP_STOP only has one mandatory value, -k, and it doesn't really need any other value.
What you need depends on what you want it to do, however you might be fine with just
DHCP_START=""
DHCP_STOP="-k"
