mysql is not in the repositories. It's been replaced by mariadb.
yum install mariadb should install it.
On CentOS, I was able to install mysql by adding these repositories:

mysql-tools-community/x86_64
mysql57-community/x86_64
I don't know if those are available to Red Hat
What does Red Hat Support have to say about using mysql instead of mariadb?
If you think it
has been installed, then

systemctl status mysqld
will show you if it's there and running.
