Buffer cache

I'm facing a problem regarding Oracle DB in RHEL AS 4 (update 5)

My physical memory is 8GB and swap is 16 GB

After statrting oracle it uses 95% of physical memory. And database is very slow. How can I improve performance in part from OS?
Where (which file) I can find the actual buffer cache size configuration file? Can I modify the buffer cache in Linux? if Yes, how?
