Post LoadKeys Binary Keyboard Mapping Issue.

Hi All,
I had build the loadkeys utility for Linux system.
Now i am trying to run the loadkeys utility and change
the keyboard layout to different Latin baesd languages.

I have used the command to load the particular language map file.
the command is

loadkeys es.map
These command should change the keyboard layout to SPANISH
keyboard layout.

Output of these command is "es.map file loading".
But actually the keyboard layout is not changed to SPANISH.

If someone can help me in the problem discussed above, how can i change the kayboard layout of
my system to different latin based languages.
Is there any settings should be done to change the keyboard layout for different languages.
