Writing a progam on linux to call Oracle SP


I need somebody to tel me where to start. I'm a c++ windows programmer and don't have any linux programming experience.

What should I use to write a simple program that can connect to an Oracle Database, retrieve data and execute a stored procedure.

This program must be executed by a scheduler - would crontab be ok?

I'm running Redhat AS 2.1.

Any help would be very much appreciated.
