Is it not available anywhere on the CDs? That really sucks. You're right, cfdisk is much nicer to use than fdisk, but I would still advise that you at least get familiar with fdisk...you never know when that'll be the only partitioning tool available to you.
Oh, and could you not use Disk Druid? I thought that was quite good, even if it's not quite a powerful.
I couldn't figure out how to use disk druid other wise than with new rh installation.
I acctually found change log on util-linux rpm from redhat. Look what did say about cfdisk: "

junk or not, its very visible and quick to use, better that disk druid anyway from my opinion.
RedHat only ships with 3 binary cds, whereas distros like SuSE and Debian can have up to about 6, 7 or 8. It's inevitable that something is going to give, and you do still have some choice as to which partitioning tool you use.
If you're that bothered, you can always manually install cfdisk, surely...
I doubt that SuSE or Debian are shipping 6-8 cds of binaries
You're right it's no problem to copy cfdisk file from older distro and works fine.
I'm not that badly bothered either, it just supprised me that redhat excluded cfdisk, while util-linux including the neweset version stil keeps it in.
There is an historical version of cfdisk on rpmfind.net!
I tried util-linux.xxx.tar.gz but thay say that they do not recomend compiling and using utils, unless you have a strong reason.
But the easiest way to do it is to copy binary from redhat 7.2 or 7.1
