Mandrake 9 - "cannot lock user lib..."

I install, and everything seems to be ok. I attempt to give my user (not root) permissions to access usr/local, and add it to a user group - and bam. I get an error that says

"Cannot lock user lib , etc/ptmp or etc/gtmp exist. "

(they both exist in this case)

So I delete the files, and everything works fine. When I reboot the system, the files (etc/gtmp and etc/ptmp) come back automatically. I get the error again when I go into the Mandrake Control Center, click on "System", then attempt to click on "Users". I can't do any user administration after gtmp and ptmp are created.

As long as those files don't exist, I'm ok. But they come back with every boot, so just deleting them won't work.

Thanks.
