unable to resize browsers with mouse

I have an issue that won't allow the mouse to grab a browser window to resize it. It can be moved though. The cursor wont change at all when its moved to boundary or corner. It seems that everything else works ok. BTW this is happening on Debian12 with cinnamon
I would appreciate your thoughts.
Tks

For testing purposed, but have you tried a different, known-good mouse, just to rule out some kind of weird hardware problem? If it's a laptop, does the touchpad or equivalent work?

When you place the mouse at the border or corner of the window, does the cursor image change, as would be expected?

You are telling nothing about your DE, but in kwin you can override and lock window size via the top-left corner menu->more actions->configure special window settings->size&position

Running Debian12 with Cinnamon DE.
I was trying to install a chromium based browser because I had to use some goofy website that Firefox would not work in. So I installed chromium from the repo. The program worked fine but the cursor did not change shape when at the corners or the boundaries of the app. Then FirefoxESR started doing the same thing. So I installed Firefox and chrome from flatpak and they allow me to resize.
This is not really a big problem since I have gone around the problem and have my stuff in a workable situation, but I am curious as to what caused this to happen. I have a feeling flatpak has something to do with it because it seems to handle everything in such a secretive and hidden kind of way...but what do i know?
Also if I installed mate or xfce along with Cinnamon would I create more problems other the just having a boatload of progs all for the same thing. I have no desire to reinstall a de. Cinnamon is starting to bother me. It is impossible (at least for me) to make little changes or adjustments to panels and things.
