trouble setting default printer -- HP3833 wireless

How do I use the HPLIP Toolbox to set the default printer? Why doesn't the HPLIP Toolkit change the default printer setting?

I find the button under HPLIP [Printer Control], but it does not have any effect. The only thing that works is Menu->Administration->Printers-<Printer then [Set As Default]. Once I use the Printer utility to set a default, HPLIP Toolkit properly reports the revised default printer.

I bought a new, HP3833 wireless printer for the family. I also have an HP8600 wire/wireless. This was my default printer. I launched the HPLIP Toolbox to add the new printer. That worked well and I can select and use the new printer.

Thanks in advance,

I just added my HP printer to a VM of Fedora 27 using hp-toolbox v. 3.17.11.

I found this: Select the Printer in the left panel of hp-toolbox and click the "Printer Control" tab. There is a dialog there to set the printer default.

I tried this but could not get it to work.

If I have two printer -- say, NEW and OLD. Does CUPS (or something) require that the OLD default printer be connected and online so that it can set a NEW default printer?

Thanks is advance,

Log in to Cups (in a browser: http://localhost:631).
In the Cups menu, click on Printers.
Then click on the name of the printer you want to use as default.
In the screen that comes up, there are two drop-down menus: Maintenance and Administration. Click on Administration.
In the drop-down list, click on "Set as server default".
In the pop-up dialog box, enter your username and password.
That should do it.

I tried this but could not get the setting to change.

I suspect that CUPS would not alter settings away from the original printer since that printer was not available at the time of the request or something similar. That does not make a lot of sense in that a failed printer would be not available and so a move to an alternate default printer would be expected operations. I'm stumped.

Thanks in advance,
