Mass-market or specialty?
Dell is usually fine (but you have to pay the Microsoft tax), Hewlett-Packard is usually fine (and you can order one without on OS on it -- no Windows tax).
Might be better to describe what you want to do with it, what you're going to use it for, to get good suggestions.
