A simple search will bring up many how-to guides. In short, you have to enable extra software repositories and install the vlc package from them. Or compile and build it from source.

As others have said, a brief search would have told you what to do...read the "Question Guidelines" link in my posting signature. Past that, why are you using CentOS 8 to play videos? CentOS is typically for servers, and desktop support for 'consumer' hardware (bluetooth, sound, etc.), can be lacking. There are far better choices for a 'daily driver' distro.
