Question FVWM3-FVWM95-NsCDE questions

Hello. All this FVWM3-FVWM95-NsCDE installed well.
Now i want configure.

FVWM3,NsCDE

1. how make tool/button with flag keyboard country and volume control similar to system try in xfce is it possible here?

2. how manage monitor settings, first, second display, how set here clocks(hz) of monitor?

3. why needed "stalonetray " and “goff” depencies for buld fvwm3 What they do?

FVWM95

1. I am copy .fvwm95rc example sample to /home and uncoment(#) some options and save, but when fvwm95 loaded i see only blank desktop and empty panel at bottom with volume icon and clock at right corner, no Start button at left corner. I can not start any soft. Only RMB show menu with few options. I think that fvwm95 not apply settings from .fvwm95rc, why?
