Exclamation GCC issue after changed accepted_keywords (~AMD64)

I rebuilt all the system and all seems good, but I started to have lot of compilation issues, so I start to investigate trying to understand.

checking GCC profile

Code:
gcc-config -l
 [1] x86_64-pc-linux-gnu-13 *
but trying to set

Code:
gcc-config -c 1
 * gcc-config: No gcc profile is active!
already reinstalled sys-devel/gcc package, but nothing change.

dmesg is not reporting errors

Make.conf: https://bpa.st/MRKQ
emerge --info: https://bpa.st/SVIA

System is working (maybe could be works better) but I'm stuck and sometimes I need to try several times before emerge something correctly.
